/sbin is not by default in a normal user's $PATH.

$ cat /etc/redhat-release

$ ifconfig
-bash: ifconfig: command not found
$ su -

# ifconfig

....
# exit
$ /sbin/ifconfig
eth0      Link encap:Ethernet HWaddr .........
