[CentOS] How can rpm "%{SUMMARY}" not be consistent?

there is something in /etc/rc.sysinit, so it would happen on reboot:
$ grep rpm /etc/rc.sysinit
rm -f /var/lib/rpm/__db* &> /dev/null
