[CentOS] Why libnetfilter_queue is missing from CentOS, but available in, Fedora?

1. Make sure that SE Linux configuration is disabled (changing may 
require reboot) in /etc/selinux/config:
SELINUX=disabled
2. Add a new file /etc/yum.repos.d/hipl.repo
