Found it and with some minor modifications in spec file i rebuilt the
1.4.8 : (rrdtool2.spec is the 1.4.7 spec file)

[rpmbuild at gwiftm SPECS]$ diff rrdtool.spec rrdtool2.spec

btw : where (or tho whom) can i make requests for updating packages from
