It sounds like a php coding problem. You can check the php page first. Check at what condition is you will be redirected back to the login page. It would be easy. You can send in the php file or give us the address where to find the file. Make sure you have all the conditions match, you will not be directly to login page. BTW, some codes will check the existence of the setup files.
