[CentOS] restarting network interface

Are you using NetworkManager, which is the default?   
If so, then it's probably a NetworkManager issue.  
(Sorry, I have no idea how to troubleshoot that, personally, I greatly
dislike it and don't use it.)

At any rate, the command, if you were using NM, would be service
NetworkManager restart rather than service network.
