We will have httpd-2.4.6 in Software Collections very soon (when the
SCLs 1.1 for RHEL is released from Beta).

In fact, people can use it now from here:

https://www.softwarecollections.org/repos/rhscl/httpd24/epel-6-x86_64/

I think that we should use Software Collections for new packages in
CentOS instead of building replacement packages where SCLs are
available.  Thoughts?
