Moving forward, I have found that some packages are installed before other which depends on them.
By example, rsyslog requires command "touch" , but package containing this command(coreutils) is installed after the rsyslog. Selinux-policy-target is one of them

Installing rsyslog-5.8.10-8.el6.x86_64
/var/tmp/rpm-tmp.pg2Vvm: line 5: touch: command not found
/var/tmp/rpm-tmp.pg2Vvm: line 5: touch: command not found
/var/tmp/rpm-tmp.pg2Vvm: line 5: touch: command not found
/var/tmp/rpm-tmp.pg2Vvm: line 5: touch: command not found
warning: %post(rsyslog-5.8.10-8.el6.x86_64) scriptlet failed, exit status 127

And is not the only one.
