Dumb question: why not
while read line;
do
     read NR PATH NAME<<<$(IFS=" "; echo $line)
     cd /var/www/clients/
     tar -czf /backup/www/test/`date +%F`_$NAME.tar.gz web$NR/
done < sites.txt
