[CentOS] Define mandatory desktop profile for a use on CentOS 7

I've been using xguest on CentOS 6 and this uses a locked down profile that is read from /etc/sabayon/profiles/USERNAME.zip. How do I recreate this functionality on CentOS 7? All the information I'm finding about GSettings and dconf seems to apply to all users - I need to define a profile that is only applied to the dynamically created home directory for xguest. Tom
