[CentOS] error building apr-util spec file

These are the packages I have:

[root at repo:~] #rpm -qa | grep db4
libdb4-utils-4.8.30-13.el7.x86_64
*libdb4-devel-static-4.8.30-13.el7.x86_64*
libdb4-4.8.30-13.el7.x86_64
*libdb4-devel-4.8.30-13.el7.x86_64*

I see I have two devel packages for db4. So what am I missing? Also how do
I build in mock?
