[CentOS] install rrdtools-devel / rrdtool-perl

I will expand a little bit more.

I need to install nfdump,
when I beggin installation process:
[root at ARM-LXMON01 nfdump-1.6.13]# ./configure \--prefix=/usr/local 
\--sysconfdir=/etc \--mandir=/usr/share/man \--enable-nfprofile 
\--enable-nftrack \--enable-sflow \--enable-nsel

checking for rrd_update in -lrrd... no
configure: error: Can not link librrd. Please specify --with-rrdpath=.. 
configure failed!

I do:
[root at ARM-LXMON01 nfdump-1.6.13]# find / -name librrd*
/usr/lib64/librrd.so.4
/usr/lib64/librrd.so.4.2.1
/usr/lib64/librrd_th.so.4
/usr/lib64/librrd_th.so.4.2.1
[root at ARM-LXMON01 nfdump-1.6.13]#

So Then I do:
./configure --prefix=/usr/local --sysconfdir=/etc 
--mandir=/usr/share/man --enable-nfprofile --enable-nftrack 
--enable-sflow --enable-nsel --with-rrdpath=/usr/lib64/librrd.so.4

But It doesnot work either.
configure: error: in `/usr/local/src/nfdump-1.6.13':
configure: error: C preprocessor "/lib/cpp" fails sanity check

I remember , I solved this issue in my centos 6 , after install 
rrdtool-devel and rrdtool-perl packages.
Can I try domething else ?
