Look in /etc/httpd/conf.d/ for userdir.conf.

Incidentally, httpd -l returns
Compiled in modules:
  core.c
  mod_so.c
  http_core.c

But when I add
  LoadModule userdir_module modules/mod_userdir.so
to /etc/httpd/conf/httpd.conf and restart httpd I get the message
"AH01574: module userdir_module is already loaded, skipping"

I notice that under Apache 2.2 there were a dozen or more
LoadModule commands in httpd.conf
but they no longer appear there in Apache 2.4 .
