Not sure why you need to skip those, they install and work on my system.

One of those packages actually does have a bug right now, xl2tpd I think 
(required by libreswan) where it specifically requires a kmod that is 
provided by the kernel package but yum doesn't see it.

the message a get when installing Mate from minimal install at the moment:

Fout: Pakket: xl2tpd-1.3.8-1.el7.x86_64 (epel)
           Vereist: kmod(l2tp_ppp.ko)
 Je zou kunnen proberen met behulp van --skip-broken het probleem te omzeilen
 Je zou kunnen proberen: rpm -Va --nofiles --nodigest
