Yes. When we're cloning a system, such as a compute node in a cluster, or
rsync upgrading, we
rsync -HPavxz /. newmachine:/new/.
rsync -HPavxz /boot/. newmachine:/boot//new/.

As long as you're not copying /sys or /proc....
