[CentOS] dnf and failing epel

it seems it might be Centos' problem, on some of my other 
boxes I find: libsolv-0.6.14-1.el7.x86_64 and I wonder if it 
had been in the repos and later withdrawn and now absent? 
And instead we have: libsolv-0.6.11-1.el7.x86_64 - which is 
the culprit.

it's been there always.
Some mailing lists I do have this problem with, others work 
fine, and it's not the settings reason, certainly not that 
one setting and rest looks ok too.
I wonder if Centos mailman uses some blocking/blacklisting? 
But then why the group gets my emails but me?
