The value hadn't changed. The date on the file is going to be invalid since I 'messed' with it _AFTER_ getting the error as well as restarting httpd numerous times since then. I restarted httpd around 11:43 when I modified /etc/httpd/conf.d/phpMyAdmin.conf so I could access phpmyadmin remotely and renamed the alias for it.
