You're looking in os, the RPM you want is in updates:
http://mirror.centos.org/centos-6/6/updates/x86_64/Packages/openssh-5.3p1-123.el6_9.x86_64.rpm

os contains all the latest patches up to the 6.9 point release.  It does
*not* contain package updates that have been released *after* 6.9.  for
those you need to look in updates.
