That's OpenJDK instead of Oracle.

Maybe you should also try 'alternatives --config javaws' to switch to
the Oracle java webstart. But i'm not sure that this is possible for javaws.

Should be part of your JRE installation:
[ulf at x1 ~]$ rpm -qlp Downloads/jre-8u144-linux-x64.rpm |grep bin/jcontrol
/usr/java/jre1.8.0_144/bin/jcontrol
