[CentOS] epoch rpm el8 obsolete?

Epoch still exists and is used.. but is now not the top dog in all
transactions. What exactly is the package and what is it trying to
'replace'?

When I have run into this.. it is usually a modular package which is
installed or available and dnf/yum says 'cant replace X with Y'
