Just wanted to share Fedora 32's rsync-3.2.2-1.fc32.src.rpm rebuilds cleanly without any necessary tweaks on CentOS 7. I used mock for a clean build environment. It is very empowering to learn how to build your own packages and not very hard to get started. I encourage you to do the same!
