[CentOS] CentOS 8.3 bugs

Crazy, in Oracle Linux, it cames today as new package together with
net-snmp-libs in repo AppStream also. Considering Oracle Linux has RHEL
as upstream (not CentOS), the missing problem must be originated at
RHEL.
