Most EL releases are meant to be fresh installs because things like filesystem format changes and other items can only be done then (AKA EL6 xfs or ext4 is different from EL7 xfs or ext4 which is different from EL8 xfs or ext4 in ways). Most of the time it is a small performance issue but it can be enough that insite upgrades need a lot of careful planning. Normally you need to work out what packages aren't going to be upgraded by hand and remove them from the system. Then you need to work out the ordering of upgrades (usually rpm/dnf/python/kernel/glibc with some done outside of the chroot and some done inside of it.)
