[CentOS] udev rules & USB devices - ignored at boot

dnf pulled in quite a few updates in the meanwhile but most 
likely "change" does the trick.
I thought it had something to do with USB/kernel/subsystems 
parts as the very same rules worked for PCIe devices, those 
worked at re/boot.
