I installed it earlier at work, on rhel 8.3 no error.   At home on a 
laptop (I switched drives, from Centos 8.3 with the error) to rhel 8.3 
and get the same error:

$ sudo yum install vlc

(try to add '--skip-broken' to skip uninstallable packages or '--nobest' 
to use not only best candidate packages)
