Without knowing what kind of network, what kind of workload etc.. the answer is 'no idea'. In most cases, you are going to have to make this sort of judgement yourself and in the end, if it is off and you needed it because some weird network or bluetooth keyboard acts like a modem.. then you can turn it on.
