Just noticed this ( well, devtools folks pointed it out ) - we need to
do a much better job of managing the multi tenant setup, maybe setup
some quota's and map it  / spread the slave instances to more machines.
Clearly 1 tenant taking out all of ci for everyone is unacceptable.
