[Ci-users] reaping duffy nodes at 6hrs

It's hard to tell where those nodes are coming from.

The longest running jobs that we have, to my knowledge, finish under
two hours so there definitely shouldn't be anything running for longer
than that.
Reaping those should be safe but I still want to know which jobs are
leaking and it's hard to trace them if we can't identify a node to a
job through Duffy API.
