[Ci-users] Pausing to refill the duffy pool 12-Oct-2017

Hi Folks,

There was some pressure on requests to duffy today. Jenkins is currently
paused to let it catch up (it says 'Preparing for a Shutdown' but we
won't actually perform the shutdown). Your jobs will be scheduled as
soon as the pool fills up a little bit further.
