[Ci-users] Upcoming Openstack/RDO (Pike release) cloud in CI environment

Hi,

Some of you know that we deployed initially an RDO/Openstack cloud in
the CI environment, so that it would be possible to get cloud
instances/VMs instead of bare metal when having to test something.
Such VMs could/can also be used to add multiple jenkins slaves when needed.

The needed work in Duffy wasn't yet merged, so the CI projects couldn't
already request a VM (yet).

With the fact the it was based on Newton (now EOL) and that also we're
slowly adding other arches (like aarch64, ppc64, ppc64le) in CI, we
discussed the best way to add those arches to existing cloud, but that's
not possible.

As the Cloud SIG targets AltArch with the Pike release, it makes sense
for us to also migrate to that environment/version and so probably being
able to also have some aarch64/ppc64le compute nodes in the same cloud.

As some VMs/instances were already deployed there, we'll contact
concerned projects on the best way to provision new instances, and let
them migrate what had to be migrated (in case something has to be migrated)

Reminder : it's also CI environment, without any backup of those
instances, and also other reminder that compute nodes are running on top
of raid0 devices.

More informations to come when Duffy will know how to interact with that
new cico.cloud
