So, I had a look at the code, mysql DB and tested all steps to finally
have found the issue (https://github.com/CentOS/duffy/issues/5)

Duffy is now back in action and some people confirmed in #centos-devel
that they were able now to get nodes and so some projects are actually
doing CI tests.

I'll keep an eye on the nodes in "Ready" state and I'll discuss this
issue with Brian later today.
