Yes, but that one isn't specific to CI, but impacting everybody : no
sources for Stream were ever pushed at all it seems :
http://vault.centos.org/centos/8-stream/

So it's all empty for now.
I'd suggest creating a bug on https://bugs.centos.org that can be
assigned to either Johnny or Brian.
