[Ci-users] Leveraging Zuul for job orchestration on Duffy nodes

I know it's been a couple of weeks, but I wanted to bring this up again 
now that centos8 is released.

This would greatly improve RDO support for Power, so if there is 
something blocking this, I'd like to better understand what that is.
