Looks like there's something wrong with provisioning 8-stream nodes:

$ ./agent-control.py --version 8-stream
2020-04-20 06:56:12,522 [agent-control/allocate_node] INFO: Attempting to allocate a node (8-stream x86_64)
2020-04-20 06:56:12,522 [agent-control/_execute_api_command] INFO: Duffy request URL: http://.../Node/get
2020-04-20 06:56:12,530 [connectionpool/_new_conn] INFO: Starting new HTTP connection (1): ...
2020-04-20 06:56:12,870 [agent-control/allocate_node] ERROR: Received unexpected response from the server: Insufficient Nodes in READY State
2020-04-20 06:56:12,870 [agent-control/allocate_node] INFO: Waiting 60 seconds before another retry

CentOS 7 and 8 don't have this issue. CC'ing Vipul, he will definitely know
what's going on.
