A sed alternative:

  sed -i '/nagios_base/ s/\/nagios\/cgi-bin/xxx/' $FILE
or more selective:
  sed -i '/$conf\[.nagios_base.\] = / s/\/nagios\/cgi-bin/xxx/' $FILE
