dnf pulled in quite a few updates in the meanwhile but most likely "change" does the trick. I thought it had something to do with USB/kernel/subsystems parts as the very same rules worked for PCIe devices, those worked at re/boot. many! thanks Strahil.

simple rules:

like I said - I get iface "lteusb" when I plug the USB
so it
works. If I leave that USB plugged in and reboot then no
"lteusb".
