It's not an executable program. Try 'cat /proc/cpuinfo'.

BTW, why doesn't this file exists,

Because you haven't installed the procinfo package. I can see a procinfo package in the repository on my Mandriva box at home but I can't see it in any repositories for our RHEL boxes here so you might have to search sites like rpmfind.net or rpm.pbone.net.
