How about updating the serial number in the zone on the source server?
That's the only place I increment the serial is on the master server. I shouldn't ever have to touch the zone files on the slave.

Are you running selinux on this box ... that can effect change permissions.
Also sometimes bind-chroot can cause issues if you are not setup correctly ... though it looks like you don't have that installed from your previous e-mails.
