www.sendmail.com/sm/open_source/docs/m4/tweaking_config.html#confMAX_QUEUE_RUN_SIZE that setting pertains to queued email... not email that entered the queue and was successfully delivered.
sendmail does not provide 'rate limit emails' functionality by default.

There are rate controls on accepting messages that might give the effect you want in a relay setup but I'm not sure how they work with local submissions. I don't think there is a delivery limit after something is accepted and queued.
