These are available at http://mirror.centos.org/3.1/ and should be on all mirrors within a few hours.
To update to the latest version 'yum update ipsec-tools' should be sufficient.

Is is just me or has the GPG key changed ? My systems are complaining that the key of these rpms does not match ....
I have checked and they are signed by the usual centos-3 key ???
