You can probably install the CentOS 3.1 LHA update on RH9 without any trouble.
You will be in trouble when something which is RH9 specific needs updating (like the kernel). If you want to be safe you can get support from http://www.progeny.com/ (for a fee).

Back build the updated LHA if needed from SRPM on the RHL9 -- if you do not know how, seek help from the Fedora-Legacy project -- Jesse Keating runs it -- google should turn up the mailing list archives.
