Yes.
You might want to use one of the shipping companies that provides specific border/customs services. DHL used to do that but given their recent disruption I have no idea if that service is still available.

I presume you mean due to restrictions on cryptographic software.
My understanding is that even during the bad old days when ITAR (International Traffic in Arms Regulations) restricted anything with over a 56 bit key as a weapon of war that we had a special relationship with Canada and that crypto items could be exported there.

This site indicates that export to Canada was OK but that re-exporting from Canada to a third country was illegal.
The restrictions have eased significantly since the mid 90s when this was written.
In short: I wouldn't worry too hard if I were exporting to Canada, but your millage may vary.

It depends on where you are. If you are in the United States, it should be OK. If you are in Cuba, Afghanistan or Iran, or several countries in the african continent, you will have more trouble.
