Interesting that you are finding version 2.1.7 - just did a quick check and I see version 2.5.9 on epel:

That is very strange. I checked this morning and I see 2.5.9 in epel, but I'll swear that I saw 2.1.7 on Friday. I didn't change anything, I just did another "yum info mod_security". I guess I'll use epel.
