Hi,
Red Hat started releasing security advisories and update packages that are part of RHEL3 U9. Still, on RHN there are no RHEL3 U9 ISO images released yet.
As usual, CentOS will make available CentOS 3.9 when it is deemed ready. So there is no need to ask when it is going to be released :)

When is CentOS 6.0 going to be released?
I'm sorry.. I couldn't help myself.. I've been saving that up for this moment since 5 came out. I guess any question about 'when' is just as facetious as this one.
