There is a way to allow usernames with dots like firstname.lastname. On Red hat 7.3 it was possible, but after Fedora 1 it was blocked. How this could be changed?

This seems to become a FAQ. If you search the list archive you will find some discussion about it.
For which reason do you think you need such kind of usernames? If it is for mail addresses then you don't need those dotted usernames.

We did this once on the mailing list already. It started in Dec 2005 -> http://lists.centos.org/pipermail/centos/2005-December/thread.html and spilled over into Jan 2006 -> http://lists.centos.org/pipermail/centos/2006-January/thread.html
