IUS package releases match the release cycle of upstream software, therefore they are "inline" with upstream stable [package versions].
"The IUS Community Project is aimed at providing up to date and regularly maintained RPM packages for the latest upstream versions of PHP, Python, MySQL and other common software specifically for Redhat Enterprise Linux." [0]
You might get a better answer from IUS [1] if you're looking for more.
