Recent convert from WhiteBox, a few questions
What is the difference between CentOS 4.2 and "4"? Is this like the Whitebox "respin"? Are updates/packages for 4.2 applicable across all the "4" series of releases?

That is exactly what it is like ... the real release is CentOS 4 ... like EL4 is the upstream release.
EL4 Update 2 (or respin 2 in the WBEL case) is CentOS 4.2
and for CentOS 3 ... 3.6 is EL3 update 6, etc.

The norm on our mirrors (for updates) is to point to the /centos/4/ tree (for CentOS 4, or the /centos/3/ tree for CentOS 3) ... which is a symlink that we will always point to the latest release ... /4/ is now set to point to 4.2.
After about a week ... 4.1 will be moved to the vault.centos.org
