Is it possible to update a centos system that is NOT connected to the Internet at all?
e.g. Centos 4.1 to 4.3?
Can this be done with a 4.3 install CD, or by wget'ing some files, moving them to the machine on CD or DVD and then upgrading using yum locally?

The easiest way would be to use the DVD ....
It already contains all the RPMS and yum metadata.
you should be able to so:
yum localupdate /path/to/dvd
