I have everything unchecked in my package selection screen except for the default packages in "base" and it wants CDs 1, 2 and 3.
Is this an upstream problem or centos problem? How should I follow up on this? A bug report in centos's bugzilla?

Just unselect base also to get a minimal install.

You have to deselect *everything* in the custom package selection. That will only require the first CD.
