Is there a good source of information about how Linux distributions and installers identify and interact with the hardware devices in a system? We are particularly interested in the shutdown process that leads to complete power-off. Thanks.

You mean something more than the shutdown command, or poweroff?
The only hardware thing that might conflict with that is a BIOS setting, that offers the option, on powerloss, of restart/stay off/last state.
